i have a question how does the Intra-Community Acquisition of Goods works in
bricklink.
I wanted to test if this work for me if i buy from a seller who has to pay VAT
but it doesn't worked for me. I stil had to pay the VAT.
Is there any option for this?

There's no specific option, if you've a VAT-ID you've to check the
seller has one (it's usually written in Terms).
Then you've to ask for a manual invoice with B2B invoice without VAT.
Most sellers - like me - will do it.
But for tiny amounts like 10€ you may not bother sellers, though - especially
as some will invoice you an extra fixed fee for manual/B2B invoicing
