not possible, you can only sell to a country or not. Cant choose specific states/provinces

out of curiosity why would you want to do that? you dont have to collect the
sales tax yourself (unless you've surpassed the states threshold and applied
to collect it in those states or something (not legal or tax advise)).

I first understood the opposite (not selling to Sales Tax States) but then I
realized.

As far as the USA is concerned BL collects sales taxes automatically for every
state that taxes internet marketplace sales. So you need not avoid selling to
any U.S. state.
BL doesn't collect tax (HST/GST/whatever) for anywhere in Canada.
