There doesn't seem to be any reason to include a spare of the square plate, but 8 pairs of round ones on sprues adds up to 16, and I'm counting only 15 used in the build. (I'm checking my own build, with the instruction booklet in front of me.)

I think it is better to contact Rebrickable and request them to match their inventory
with the one on bricklink.

There is this note at the bottom of inventory:
The 4073 Plate, Round 1 x 1 with quantities of one in trans-clear, trans-dark
blue, trans-green, trans-red, trans-yellow, and white in the Alternate Items
section are extra parts that correspond to the 4073 Plate, Round 1 x 1 with quantities
of 14 in trans-clear, eight in trans-dark blue, four in trans-green, 16 in trans-red,
six in trans-yellow, and 32 in white in the Alternate Items section, respectively.
These entries have unique Match IDs that would hypothetically link to parts in
the Extra Items section, but there were no extra 4073c01 Plate, Round 1 x 1,
2 on Sprue in trans-clear, trans-dark blue, trans-green, trans-red, trans-yellow,
or white included in the copies of the set that included them.
