If paid on site, refund it on site (from the order), then cancel.
If paid off site and refunded, edit the order and set the payment status to Not
paid, then cancel.

Even if you give a full refund on site, you have to manually set the payment
status to Not Yet Paid in order to cancel - it's not automatic.
