if its harassment you can report them to the helpdesk if they are bypassing your
stop list, also if its by email you can block the sender/auto move the emails
to trash

I'm not sure you can avoid a Contact message from someone in particular,
as long as you allow Contacts.
As a seller I woudn't neither disallow Contacts, you may lose legitimate
sales.
If its any form of harassment please DO report the member. Keep all proofs!
If NOT, then you could:
* tell them once you don't accept any business anymore,
* then simply ignore them and auto-trash the messages in your e-mail client/webmail.

don't wish to be contacted". Otherwise they'd to implemnt the concept
of Private Shop (a Club?)...
