The last one says “flexible” (and I have one from my youth ), so I get it’s
more flexible than 7102… but the first one is rather cryptic, “V2 Precut,” and

Also, all the inventories I looked at (granted, I’m far from having looked at
all of them), use the “cut” parts. I mean, if “precut” means the new sets came
with parts precut, then the older sets came with a longer, uncut, parts. But
the inventories don’t show that….

So, how can do you tell the difference?
Unless you have the older pneumatic hoses and the newer ones next to each other,
it is very hard to tell. The hoses were all updated when TLG updated the whole
pneumatic system. I can't remember all of the specifics right now, but if
you are designing something for modern use, use the V2 hoses. I believe the "precut"
was added because they _always_ come precut, unlike the older hoses.

That explains why LDraw doesn’t differentiate them.
The trouble now is that Studio will need to make alias files (can’t have two
BL IDs for the same LDraw file) and that causes compatibility problems. Ah,
well….
