Is your PayPal account a business account? Personal account
That is likely the problem, it’s unconfirmed but currently thought that due to
recent PayPal changes that you now need a business account in order to connect
to bricklink

I believe the PayPal user restrictions are still in place, though last I look
into it, was 12 months ago. If so, the restrictions are total for commercial
account holders, whereas somewhat more relaxed for personal accounts.
The idea behind the provisional user agreement as expressed by PayPal, was to
facilitate getting monies to the civilian population vis-à-vis PayPal donation
service, while maintaining restrictions on normal trade or cross border commerce
