seller contacted after long time me and asked me to remove NSS so he can cancel
order, my question is if it is safe? When he cancel, my money got refunded? In
case he just lie to just remove NSS can I set it back? I paid onsite via paypal.
When order is cancelled do I have to do something by myself on paypal or its
all automated?

do not remove the nss unless a full refund was given (assuming you never got
your order/the seller never shipped your order). cancelling the order or completing
the NSS does not have anything to do with your payment so you should also file
a paypal claim

How long ago was 'some time'?
If you don't receive the order or a refund, leave the NSS in place. The seller
has to prove they have resolved it to have it removed.
If nothing is happening, then contact PayPal for a refund as you haven't
received what you paid for.

Do not remove the NSS, the seller can refund you without cancelling and
while the order is in NSS status.
The seller can send proof of refund to BrickLink and they will remove the NSS.

Do not remove the NSS, the seller can refund you without cancelling and
while the order is in NSS status.
The seller can send proof of refund to BrickLink and they will remove the NSS.
You can even ask him to make the refund right from the order page. He can give
you a full refund from their and this way he has direct proof that he gave you
a full refund which is a protection for him with BrickLink and this way you have
a paper trail, so to speak, on BrickLink so there will be no confusing or going
back.
