Buyer started the onsite payment process via PayPal and the order status changed
to Paid somehow but there was no "Payment from" line in PayPal, just
the "Order from" one which was in pending status. I didn't receive
the usual "You've been paid" e-mail by BrickLink either.

I opened the order and changed back the order status to Ready but it didn't
let me change the payment status too, it said "The status can’t be changed
back to None at this point because the payment has not been returned back to
the sender’s account. If this error keeps happening after completing the refund,
please contact Customer Support."

There was no Refund button at the PayPal page but there was a Void button which
I clicked and completed so the amount should be back at the buyer's account
now but it still doesn't let me change the payment status here at the order
page.

Anyone had the same issue and managed to fix it somehow?

I've contacted the Customer Support but hopefully someone can help me here
sooner.

Yes, I've had this issue about 15 times. About 10 of them occurred over the
last few years at random times, but it's happened like 5 times in the last
2 weeks, so something's definitely going wrong between PayPal and Bricklink.
IMO it's past time for Bricklink to do something about this and make a new
order status for when Instant Checkout payment fails (is "Pending" but
never completes) that allows the seller to request repayment.

As things stand, having talked to PayPal Customer Service multiple times about
this, there's nothing you can do or PayPal can do. The only solution is to
void the "Pending" payment, cancel the order, return the items to inventory,
and ask the buyer to reorder.

I feel like I sound like a scammer every single time I have to request this,
which is another big issue. I have the feedback to prove I'm not, but what
about newer sellers? Why hasn't this been fixed so sellers don't have
to sound like scammers and spend half an hour fixing the issue every time it
happens?

Thanks for your reply! Quite frustrating situation, luckily this is the first
time happening for me, I don't use IC, maybe that's why.

I'm thinking of sending a manual payment request to the buyer but he hasn't
replied yet. It should be fine since no sales tax nor import VAT is collected
for this order.

This has happened to me now 3 times in the past two days. No other fix but to
have the buyer repurchase the same items a second time? One of my affected orders
was 1400 pieces in 77 lots

They can make a Wanted List from the order (button in the order details, just
above the addresses).
And then they go in your store and search for that WL only.
They can also use auto fill min.

This doesn’t solve the problem but it makes it a little less painful.

Why?
Do NOT cancel it.
Simply set it to not paid and ask for payment again.
