I would say you the seller is ticked off somehow and this is petty revenge -
maybe seller's remorse because you got a good price. Or, the seller underestimated
shipping costs and dumped it all into the smallest number of boxes they could.
They could have at least put the new and used into separate boxes.
If you win the PayPal claim (you almost certainly would), you would have to return
the pieces and pay for return shipping.

Looks like one of the boxes is just unsorted bulk, the others look like parted
out sets.
I would just sell it all bulk on eBay to try to get your money back as most of
it will take ages to sort and I wouldn’t sell it new ether.

for some of the price difference due to New parts being mixed with used/non Lego

even counting/checking them.
I would have done that, and at the same time bagged them up sensibly starting
Aircraft and finishing Znap.
Assuming new isn't mixed with used, I would definitely take a closer look
at parts with big surfaces for bad scrapes and knocks, although will add that
brand new parts from sealed sets don't survive 100% unscathed... (e.g. every
single Trans Light Blue panel in 76269 Avengers Tower had varying degrees of
scratches on them... the outer boxes on all 3 I parted out were mint).
Avoiding Bricklink fees is naughty, whether the seller is shutting shop or not.
Just not cool.

One thing I did noticed there’s lots of random dividers I’m assuming from dumping
their store in to boxes
I guess that’s the sign that they just did not care one bit, if they do decide
to go back into business they’ll be miss’n those dividers

Assuming new isn't mixed with used, I would definitely take a closer look
at parts with big surfaces for bad scrapes and knocks, although will add that
brand new parts from sealed sets don't survive 100% unscathed... (e.g. every
single Trans Light Blue panel in 76269 Avengers Tower had varying degrees of
scratches on them... the outer boxes on all 3 I parted out were mint).
The “new” boxes had non-Lego items and assembled parts in them so I’m forced
to consider everything used
Avoiding Bricklink fees is naughty, whether the seller is shutting shop or not.
Just not cool.
Sorting? I'm with Jen on that one.

2. If new is separate from the used, I'd have those 17,000+ items in 1,180
individual bags within 10 hours
Returning it?
At 4x you should be happy. Especially if the 25Ib used was thrown in for free
as "not yet listed" parts..
I was aware of it when I was pricing it out.
(If the new and used are indeed separated, you can "return" them to me
for the price you paid )
Negative feedback? Not really necessary imo. Give it a week sleeping on it before
you decide. It's not like the (ex) seller would care too much anyway..

All I can say about this travesty is that I am glad they decided to sell everything
and not to be a seller anymore. (hopefully) Yikes.

1) You to buy ridiculously cheap and to complain.
You don't say "You get for what you pay?"
2) The seller to ship inappropriately, but then you should've "reseal"
the boxes open a PayPal claim and ship them back as is. Then you could complain.

I'm baffled as to what "lesson" you're letting sink in, from
this?
If it's the adage "you get what you pay for"? That's not fully
applicable here, not as I see it. Regardless the purchase price, the seller had
to have agreed to it (auction sale included) and if shipping was structured into
the negotiated price, that's on the seller. Therefore proper effort (money/time)
towards shipping, is implicit.
The vendor, while processing this, had to know the nightmare they were creating
for you, whether you be a reseller or hobbyist. Which doesn't make any of
this easier for you to accept, or frankly to read for that matter
Many of us have been there... That is having sold (shipping included) far too
cheaply. I have anyways, and you know what, it's been on me every time. You
bite-the-bullet and painfully spend the extra time and money to ensure a proper
transfer of the sold inventory. You're welcome to curse the world and yourself
while doing it (doesn't help) But do it nonetheless.
If there's a lesson for next time, it's perhaps to further firm-up the
transaction details, irrespective purchase price and preferably before the transferring
of funds.

Depending how much there has been a price (down) pressure, seller could have
(wrongly and angrily) decided to throw everything in bulk in cartons
Which doesn't excuse but could explain.
Anyway, the easier approach could have been first to talk, then if no result,
to open a claim and ship back following PayPal's directives.
If there's a lesson for next time, it's perhaps to further firm-up the
