True, except for the hair...
The bag set comes with both headgear and hair, whereas Sabine Wren in the 75362-1
set, is inventoried without said hair part, although the hair part is included
in the set. In other words, it down to how the respective inventories on BL are
wrongly viewed

The paper bags don't come with instructions though, unless this is a new
feature I haven't seen yet.
The magazines that come with the sets point you to the website I linked to for
getting digital instructions. Those are what we use to guide our decisions.
