When creating a coupon the system ask me to enter a three digit code
even when I leave it blank it's still creates coupons.. so what is the difference?

The code is for when you're making a coupon to someone who does NOT have
a non purged order in your shop.
In other words, it's not asked if you're making a coupon to someone with
an order.
It's to avoid spamming random accounts with coupons.
I would NOT bother people with unsolicited coupons, BTW.

past..
So when returning to my shop the can redeem a discount.

Yes, this is what I wrote.
It's not asking you the 3 digits code because it's people having had
an order in your shop.
BTW I'm not sure of the purged/non purged orders delay.
What I'm sure is that the buyers must have had at least an order placed in
your shop.
I don't send coupons months after, so I don't know up until when the
code isn't requested in fact. Could be written in Help, check it?

I do the same to big spenders and leave a coupon for 12 months (its generally
free shipping amount),
I also gave a coupon to a guy who bought a set off me and an issue occurred during
transit.
Obviously those people had also made a previous purchase.

I can’t say I’ve heard 1001bricks response before but it’s possible.
What I have heard tho (and found from person experience) is depending if (I think?)
you are on mobile it’s required but not on browser or vice versa or some other
weird thing. One of them requires it and not the other. It’s really weird and
I might be mistaken as it’s been a good while since I tried it
