I received an order today with the bricks being advertised as "New" but
they came with scratches and minor yellowing. Is there a standard for "new"
bricks other than "like new from LEGO"?

Normally they shouldn't, but that much depends how much scratches and your
perception of yellowing.

New has a specific and simple definition here, see Nubs post.

With an USB 'microscope' (at $25) here are 2 pictures taken of said New
3001 bricks - which aren't at all.

Here on the left a new brick from a new LEGO Set, less yellow, few scratches.
On the right a used brick (sold as New)

Those seem heavy damages (and they are) but not seen at a glance, with your eyes
only.

But see the first picture, left brick brand New from sealed bag, you can click
to enlarge and you'll see defaults also.

New as used by BrickLink, doesn't mean Not Old, it is supposed to mean Not
Used. Very old, but New, parts may experience some color changes. Blue is infamous
for some pigments changing to odd shades.
