Unfortunately, due to new anti-spam measures, bricklink decided to block all
new members from sending messages. we are hoping they change that but unfortunately,
there has yet to be any official word. As for shipping estimates, if you put
the store name and the item you are looking at in this form then another user
may be able to send a message to the seller to point them to your question here

Many sellers have enabled the "Request a quote" feature. You pick your
item, and then just prior to finalizing the purchase, the option to select the
quote request should appear.
It is unfortunate that at this time, new buyers are not able to send messages
in the system. This is a measure taken recently to deter spam phishing attempts.
