I have just received a local (Hungarian) order paid with PayPal. There was a
small glitch in the language of his email, which made me suspicious. He has no
prior ordering history (registered on the same day as the order) and uses a spam-like
email address (family name followed by a four-digit code). Additionally, the
delivery address is a hotel. Are there any risks associated with sending this
as a tracked package? For example, could he request a refund on PayPal and then
vanish?

I have had a few of those myself during the last weeks.
I think you are required to send because he "paid you" and you are required
to ensure you have the stock advertised on paypal in your possession.
I do these things when suspicious:
1. Ensure the paypal payment was made no using a credit card (but paypal also
generally does that or puts holds on e cheques).
2. I send the buyer a message through the edit order so it is reflected on the
invoice to have him/her verify their address.
Using the same method in #2 I provide them with there tracking number and a direct
link to that tracking.
3. I take photos of the items before I pack.
4. I take photos of the items in the packing box.
5. I take photos of the box packed,
6. I take a photo of the box at the shippers.
7. I email a copy of those photos to the buyer
8. I confirm through # 2 that the item has been shipped.
As to verify a buyer? That is almost mission impossible. Just do the right thing
and exercise some due diligence whilst doing that. 99 out of 100 buyers are honest
