The estimates are often wrong. I think it would be better if they didn't
estimate it, and just show the final correct number in the checkout.

This isn’t at checkout, this is the pop-up function at the orders received page
which tells you the shipping cost for the method the buyer chose. My ‘estimates’
are correct since they were set by me. The issue here is that it adds the VAT
twice so it’s actually not correct.
An example with an order to the Netherlands, my shipping cost is set to €10,25
(incl. VAT) for this method but the system calculates €10,25 + 21% NL VAT = €12,40
so it adds the VAT on top of the gross price.

Maybe you are not local VAT registered and only have the European OSS setting
enabled?
That's right, I'm VAT exempt locally but charging EU VAT. I don't
find such checkboxes on that page but all those charges are set to VAT inclusive
in my settings somewhere. Anyway, the pop-up suggestion is not correct.
