What defines a completed set? Is it with all stickers and parts, or is it all
stickers, parts and instruction books?

If it's New, then all stickers, parts, instruction books, and box.
If it's Used, then all stickers and parts (or stickered parts); if box or
instruction booklet aren't present then this needs to be mentioned in the
description.
