When I'm able to discover the PCC (which is less a part color code, and more
a manufacturing BOM code) for a complete Technic fig, how can it be added to
the catalog ?
Minifigs, per se, are usually shipped as a handful of discrete parts. So a BL
minifig could not have a single PCC, but the discrete parts might (and do). In
the case of Technic figs, and because they are shipped assembled, they do have
a PCC/BOM number.
I'm thinking this is a corner condition, but asking anyway.
The corollary of this is that the various parts making up a Technic fig are not
in the BL catalog.

Duplo and Belville figures have been getting the PCC added to their name.

Would I submit a name change ? Or is there a better way.

Name changes are how I submit them. Just add an (ID NUMBER) at the very end of
the name.

I'm going to do that using the 7-digit PCC. Scanning some DUPLO figs mostly
I see 7-digit PCC numbers, but one had a 5-digit design ID.

There are 4 and 5 digit PCC. Sometimes the 5 digit PCC is the same as the Design
ID and other times it isn't.

You may have, because it prevented me from doing this one, and I could find no
evidence of a request outstanding.
