The explanation is: "This item was marked for deletion because it sets a
precedent for adding dozens of unnecessary combinations of hinges as assemblies
to the catalog.
"

This doesn't make sense. There is no way there are dozens of possible combinations
of hinges. There are only 124 items in the entire category.

This item has been in the catalog for 22 years.

Note how the hinge plate swivel is not marked for deletion.

Buyers purchase these in pairs, as they don't work in halves.

The plate swivel is shipped assembled by LEGO so it makes sense for it to be
in the catalog. The brick swivel was never shipped assembled by LEGO and not
only that, it exists in not just matched pairs but pairs with different colors
for both sides of the hinge. If you accept these in the catalog now you have
"Hinge Brick 1 x 4 Swivel" and a bunch of "Hinge Brick 1 x 4 Swivel
with x color top" (or "x color base" cluttering up the catalog.

That catalog entry was marked for deletion almost six years ago. It's hard
to believe that it is still around for people to even find it.
