I've just phoned up Royal Mail and for some reason there are TWO different
sites for sending via Royal Mail. The one I've been using accepts IOSS numbers
(for EU packages) but doesn't have the facility for other countries customs
numbers including Norway.

The the website to use is https://business.parcel.royalmail.com/ and NOT https://send.royalmail.com/

Once registered you go to settings and then trading names and it gives you the
option to add the customs numbers for every country that uses them, which saves
typing them in time after time.

I hope that helps

Regards

Steve

Update to my previous post.

I've since been told by Royal Mail that the system doesn't work for VOEC,
they only send the IOSS number electronically for what they call manual orders
(i.e. those not via Amazon/eBay and a couple of others). So you basically have
to enter the VOEC in one of the address fields but it relies on Customs in Norway
spotting this. As I keep getting contradictory information from Royal Mail I'm
happy to hear from others who can confirm (or otherwise) the above information.

Thanks

Regards

Steve

Norwegian customer here.
Shipments are no longer handled manually when they arrive to Norway, meaning
the box/envelope could be plastered with the VOEC number and still result in
a VAT + fee to pay the VAT a second time. The VOEC number is required to be entered
correctly when the shipping label is electronically created. I've been in
touch with the postal system here in Norway this last week regarding a handfull
of VAT demands sent out by them. They tell me to take it up with the sellers,
and I know from past experience that any refund of VAT demand is not met with
pleasantry, and Bricklink does not help in any way and the VAT money has to come
out of their own pockets.
