Just curious to see if I am able to get a refund on my order.
A small order from a shop, which I did not know had just received an 'NSS'
violation' so would I be better to just write it off or is there
someone to talk to about the issue.

That store is still obligated to send you your order. They do not want another
NSS to keep them from reopening.
Assume your order will be processed until it isn't. If the order still hasn't
shipped in about a week then open a NSS and go through that process. After that
process is completed and you still don't have the order you can open a claim
with the payment processor (i.e. Paypal, stripe).
Maybe send an e-mail first before file any claims.
