Enable the backup for instant checkout. Most likely you have some form of weight
bands for your shipping options and they are trying to buy an item that has no
weight

or the same for dimensions if you've a limit on dimensions.
But the solution is what Nubs wrote above, to always have a backup manual invoice
shipping method for this cases.

see (in detail) what is causing the problem.
