The numbers on their own are completely normal but I can’t say I’ve ever seen
them combined like that with the C
I just checked my set 7899 which is one of my oldest sets with this hat. It was
originally bought sealed and has the hat with the exact same arrangement with
the number in the open side of the C.

Here is part in old dark gray (2003) from an old used lot, so yeah these are
real.
Knockoffs were garbage tier 20 years ago, so I know it is good.
I have seen a couple black pieces that I thought might be knockoffs. They had
a number 8 on the inside on the cap and the plastic didn't seem quite right
to me. So I ended up tossing them because they were only worth a nickel anyway.
Maybe they were real after all?
