No, It's darker than dark azure and lighter than dark blue. The closest
color I was able to find was Mx Tile Blue but it is not a Modulex Brick.

Basically yeah, if you build Mocs that have a lot of empty space that needs held
up with bricks, use those. Some ppl refer to them as snot bricks (not "studs
not on top" ) which means no one wants to see them. Also the structural integrity
may suffer if you add a lot of them. So on second thought don't.
If you don't build them, then my next suggestion would be bag them and sell
them at a garage sale for like $0.25. Some kid can enjoy them.
I got a lot of them, its nothing unusual only annoying.
So, what your saying is that there trash?

They're not trash. You can use them for filler where they won't be seen.
As far as breaking, I've had several brittle blue 1X1 bricks chip slightly,
but never break in half.

To provide a bit more detail: Like others have said, it looks like "Brittle
blue", which is discolored regular Blue that has occurred in several eras.
These parts have a brown tinge to them and are commonly brittle (probably about
equal to faulty Reddish Brown, Dark Red, and Dark Brown). These seem to discolor
and lose integrity over time (and still do in a sealed set, not as a result of
sunlight afaik)? I've had brittle blue parts from around 2007, which have
been incredibly fragile! but also ones with the same hue that are significantly
older, from before LEGO started stamping molds with design numbers -- I'm
not sure those older parts are brittle though.
