during the summer.
If not, we'd be happy if you would supply photos of the sealed bags that
you have (preferably here in the forum because that will be saved for everyone
to see) and fix the inventory for good.

I have had some health issues and I am still recovering. Once I feel ok, I get
back to a few things related to the catalog including this set.
I made some progress but I couldn't yet finish the work. I wish I could get
some "funds" to use and pay the owner of that sealed one in Asia to request
him check and count the parts in 4 sealed bags. The other 10-15 bags are already
checked.
One thing you people in catalog need to think and decide about:
This set 599 has about 50 extra parts that are not depicted in any of the models
on the instructions or box. Are we going to have 50 parts in the extra parts
section? That doesn't make sense.
Also the set 722 has two red 3455 in its extra parts section.
The set 733 has also 2-3 parts that we cannot find used in any model so should
they be added in the extra section? That include one light gray 3480 Propeller
2 Blade Helicopter Tail.

My personal opinion is the idea of universal sets is that each set comes with
a huge number of parts in various categories (bricks, plates, special parts,...)
and some models are depicted on the box or instructions to present and show
how some models can be built using the parts included in that set. But TLG never
meant to include only parts that are used in models shown on the box/instructions.
TLG included some parts to give enough playability for kids to build any set
kids want to build. For this reason, in my opinion all parts in the universal
sets should be included on the regular section and this exception should be made
otherwise having like 50 parts in the extra section of 599 does not make sense,
having 3480 Light Gray Propeller 2 Blade Helicopter Tail (that is only depicted
on one box art, placed on the table and not used on the model that the kid was
trying to build. See the link above) on the extra seciton does not make sense,
etc.

How do you know the bags are from that set if they don't contain the parts
in the inventory?
I bought a lot including the bags (a couple were torn) and some spare parts and
part of the box cover that was cut. I checked the part in each bag very carefully
and if you want, I can tell they could not belong to any other set, i.e. at least
90% of parts in each bag can only belong to this set based on the search feature
of Bricklink and there were extra parts in certain bags. The discrepancy between
the parts in the bags is either the quantity of some parts, or some other
parts that are not in the inventory like 4 x red tile 1x8. Having checked the
box arts, I a couple of models depicted on the box, I spotted only two of these
red tiles used. There are also some other bricks and plates which are impossible
to be verified via box arts.
So are we going to have two red tile 1x8 in the regular section and two other
in the extra section and similarly for a few other parts? Not making sense because
I think the definition of extra part is like those parts that were included in
some productions and they are just small extra parts.
I got photos of the sealed copy that the seller in Singapore has. Luckily, it
was the same production-line, i.e. the distribution of parts among bags were
exactly similar to mine as far as I could see in the photos. (and we don't
know if TLG had two production lines and change distribution of parts among bags.
I guess not, because this set is rare and I think it was produced and sold in
limited number of copied, perhaps because it was a huge and expensive set). If
you get the two sets of photos and compare them, you will be convinced they contain
the same parts. He has four extra bags that I didn't have because four bags
in the lot I got were opened and some parts were taken out.

you are right that in this set the instructions don't matter. They are like
an idea book, but it is intended for free play. If there isn't a parts list
anywhere, I think just whatever is the in the box is regular.

The listing of some sealed bags and a few opened bags with some parts loose inside
it and outside it and part of the box does not prove anything but when I got
the lot and saw the discrepancy between the parts in the lot and the inventory
of 599, I got curious. Each sealed bag contained like one or two lot different
than the inventory, and in most cases, it was the quantity. I started to look
at box arts and spotted all parts (possibly in different a quantity than the
inventory) except some bricks or plates that are nearly impossible to be spotted
on the models. Among the parts that are missing on the inventory but found them
on the box arts, I can recall some windows and window shutters, doors, 4 red
tile 1x8 (only two are used in one or two model) and a third minifig (used in
multiple models)! So I trusted the correctness of my lot. The owner of new 599
in Singapore sent me photos of sealed bags. The content of his sealed bags look
exactly as those I had but his has a few extra bags.
All that is remained to be done is verification of parts inside 4 bags. I was
thinking to pay the guy, something like $50 USD, to do this for us. I would give
him the part list of parts so he can just fill in the list. so, we are not talking
about $1200 USD.
BL gave me the option of buying some newly released sets in certain category
to verify their inventory. It is called "Inventories Subsidy Program":
The program will only reimburse inventories from the following 5 themes: Creator,
City, Friends, Ninjago, and Disney.
....
I found out nearly impossible to find a set among newly released sets that is
in the category they accept to refund me.
Instead, I wish they could subsidy for this set, like $50 or so, then I use it
to make the inventory of this 43-years old from 1982 correct. I think that is
worth much more than newly released sets.

If I were an admin actually approving changes to things, I would probably have
