| Does a customer from Alberta, where there is no sales tax added, have to pay
the provincial sale tax when buying from a store that is in a province that has
a sales tax?

No; the tax is the place of supply (your address; being AB). So if you buy from
Ontario, you wouldn't pay 13% HST. You would pay 5% GST.
