I found the feature and help for the xml format to upload want lists to Bricklink.
Does the capability exist to download my existing want lists? It doesn't
have to be XML but it would be convenient to use the same format in both directions.

I looked around for a while and searched the forums but found no evidence that
such a feature exists.

The Download button is in each WL’s page, on the top right.

That's even better. It includes the QTYFILLED field which is omitted by Brickstore.
