Wait—are you asking if you should leave negative feedback for a buyer who paid
for his order just because he didn't leave feedback for you and didn't
mark the order as received/complete? If that's the case, then NO
you should NOT leave negative feedback.
Leaving feedback is nice, but it's optional, as is marking orders as received
or complete. One of the things you should understand as a seller is that not
all buyers leave feedback. (That's not just here on Bricklink; it's
the same on other sites that use feedback.) Since you've already messaged
the buyer about it, I would just leave it at that.
You should have already given the buyer feedback when you shipped their item.
Their obligation to the transaction is over once they pay you. You should never
hold positive feedback hostage.
Its normal to have buyers who don't mark complete and who wont leave feedback.
You could message them and tell them that feedback is an important part of the
transaction, but its ultimately up to the buyer to leave feedback.
If a transaction being marked "complete" is super important, just add
a disclaimer in your store that, "all transactions will be marked complete
by the seller after ... months". I do this and will mark all transactions
complete 6 months after the item is shipped.

Relax, stop second guessing. Just do the absolute best you can as vendor for
your buyer, and feedback will be expressed enthusiastically. Which is the best
kind of feedback you could ask for
I know a lot of stores with much more experience than I urge to leave feedback
as soon as the package leaves the store, but I don't until I know for sure
the customer is satisfied. This stems from working in logistics for a couple
of years and is ingrained in my workflow.
Its frustrating as a new store (I still consider myself new as I still learn
new things), but you really need to pick your battles and a customer (especially
a brand new BL user) not leaving feedback or marking orders is simply not
something I'm going to waste my time on because for all I know they're
like me and they just don't read emails. I read the subjects only and only
open it if it sounds like something is amiss.
My drive thru emails have instructions for new users on how to mark the orders
as received and how to leave feedback and I still only get a 62.5% feedback rate
with
I give people two weeks from delivery before I just filed the order as is because
I've done the research on my own store and have found that if they don't
leave feedback for me, they don't leave feedback for anyone else either.
Like the others mentioned don’t worry. Never Reach out to customers asking them
to mark and order as complete or leave feedback unless you want to risk getting
negative feedback. Over time you see 25-50% of all orders are never marked as
complete

It is is not a good advertisement for your store that you think this would be
acceptable.

I have a buyer with 84 orders placed in my store, never left feedback, it is
really common to not get feedback. Giving them a negative feedback is the best
way to make buyers hate you. They paid, you ship, order done. They dont have
to leave feedback for you.

Feedback soliciation is tacky and annoying. Also, you wanting to leave a neg
for them not posting any is just beyond words. I'd never return if a seller
bothered me for feedback
