So odd thing.

Bought a figure from a guy. He shipped it. I got it. However, he still hasn't
changed the sale from paid to shipped. As a result, even though I got it,
I can't mark it complete.

I've emailed him like 3 times now, and even though he said he would change
it, its still sitting there as paid.

Any suggestions? I mean I got the thing I bought so I'm ok, I guess my
OCD is kicking in lol.

You should be able to file the order to make it disappear

To be precise, it’s because it’s never been marked as Shipped.
You should be able to file anytime atfer that.

Was it marked paid first?  Was it an Onsite payment (Stripe or PayPal Onsite)
and you paid it offsite?
As BL is not involved with taxes in Canada, the seller should be able to change
the payment status but, until they do, they can’t set it to Shipped.

Maybe the seller is forgetting to click save changes. Maybe they think that they
just have to change the drop-down and it works

Contacted seller again about it. He maintains that he did change it to shipped,
and that when he looks at the orders page on his end, it is showing shipped.

I have put in a help desk ticked to figure out what is going on.

Hmm. that does seem weird. I wonder if maybe he's looking at the wrong order.
try sharing the link to the order with him something like
https://www.bricklink.com/orderDetail.asp?ID=XXXXXXXX
(replacing X with the order number) and both of you should be able to access
the page then ask him via email to send a photo of the top of the screen like
this and then compare it to make 100% its the same order
