This change will be affecting sellers and buyers in Norway as well as all sellers
who are selling to this country.
Here is a summary of changes to come:

item is less than NOK 3,000, VAT will be collected and remitted by BrickLink.
2. Sellers must have at least one on-site payment method available in their store
to process all orders where tax is collected by BrickLink.

4. Registered business sellers in Norway will now have the option to add their

Imagine - these poor guys already don't have any night...
As a buyer in Norway, I'm very happy to hear this. It means I'll be able
to continue making purchases without having to pay 20–25 USD in fees and customs
for every single small order when it arrives. Had this change not been implemented
on BL, it would've made most of my orders prohibitively expensive. I cannot
stress enough how welcome this change is.

buy in 50% of all stores in bricklink, just because im located in norway they
dont want to trade with us.
I can no longer buy from any stores and it sucks, and on top of it i must also
pay 25% more on checkout in the storess that do,im actually forced to stop my
hobby with this changes so frustrating!
This change about the 3000nok minimum buy makes me automatically not able to

dont want to trade with us.
If you’re seeing a yellow panel “Seller does not support orders shipping to Norway
when each item is less than NOK 3,000 (~US $273.59)” in a store, it’s because
the seller doesn’t have an Onsite payment method associated with Norway.
Onsite payment methods are Stripe or ‘PayPal Onsite’ (not ‘PayPal’).
An Onsite payment method is necessary for BL to collect the import VAT.
So, IOW, it’s not a new ‘minimum buy,’ it’s a ‘failure’ from the sellers to provide
an Onsite payment method for you and you should redirect them to CE_Anastasia’s
post.
Also, as already said, it’s because of a Norvegian law, not a whim from BrickLink.
I can no longer buy from any stores and it sucks, and on top of it i must also

You’re actually paying less with this new rules than you did before when BL collects
VAT (so, items below NOK 3,000) because you don’t have to pay a brokering fee
to the postal or courrier services at delivery.
Before: pay 1,000 to the seller, plus pay 250 + brokering fee at delivery.
Now: pay 1,250 to seller+BL, nothing at delivery.
And if you buy items that are all above NOK 3,000, you pay at delivery like before.

apply the proper stickers / invoice, so they've no idea if the seller did
it well or not. In this case, why would they refund on an assumption? Sorry.

If a customer has been charged import VAT, then the supplier should refund
the customer the VAT that was charged at the point of supply.

Besides, it’s not really fair to the customer: you buy €100, you pay +€20 of
VAT to the marketplace, and then €24 of VAT to customs (+ brokerage fee), and
you get refunded €20 by the marketplace.
You are still out €4 + the fee.
Better than being out €24 + the fee but not exactly fair.

taxes, the markup margin taxation, and some buyer complained yesterday saying

MUST NOT: written on the package
Same as shipping from Norway to EU. Which did not work very well in the beginning
either as the Norwegian postal service had not made it possible to register the
number electronically in the start, but (except for Sweden) works very well now.
In Sweden they will charge VAT again if they suspect something is wrong, and
if you complain and document that all were correct, they will answer something
like "Yes, we can see that your information is correct, but since we charged
VAT, something must be wrong" And they will never admit that it was themselves
that made the mistake.

Even when there’s an ombudsperson, it’s generally a pain because you need to
make a formal (written) complaint first, then you wait, then you appeal to the
mediator, then you wait again….

I'm trying to fill BL VOEC 7digit number in UPS site and it says format is
wrong.
So, I tried to add NO in the beginning and it didn't work, also played with
MVA and didn't work either.
So, is BrickLink's VOEC/TAX ID wrong or is it UPS site wrong?
Has anyone yet found where to enter the VOEC number when sending orders to Norway
from the UK via Royal Mail, I've asked Royal Mail a number of times and they
don't seem to know.

Nobody can help you get the money back from Bricklink. Bricklink refuses any
repayment! Try the seller or your carrier.

I can confirm that Paypal collects the VAT in behalf of Bricklink. The ammount
is taken from the total payment and automatically forwarded to Bricklink. The
seller does not have possession of the VAT money at any point in time.

I've also had to pay doble VAT and have sendt messages both to the seller

I believe BL is required by law to collect VAT and remit to the Norwegian authorities.
I'm guessing that many sellers just don't want to bother with the VOEC
number or the possibility of something going wrong.

If by sellers not sending to Norway you mean Bricklink shows a message that the
seller does not support orders to Norway then you can try to contact those sellers
as they just need to accept PayPal Onsite or Stripe as payment methods.
The VOEC isn't registered correctly and Bricklink doesn't have a method
of returning the VAT only for the sellers. Many sellers has stopped selling to
Norway because of all the problems.

Here is a summary of changes to come:
1. For orders that are imported into Norway, where the value of each individual
item is less than NOK 3,000, VAT will be collected and remitted by BrickLink.
2. Sellers must have at least one on-site payment method available in their store
to process all orders where tax is collected by BrickLink.
3. Starting with the upcoming January 5th billing cycle, Norway sellers will
have VAT applied to their seller fees.
4. Registered business sellers in Norway will now have the option to add their
registration information in their store settings. For these sellers, VAT will
not be added to their monthly fees.
From what I have learned recently with DHL they have a button at the bottom of
their CN23 customs form for 'additional/optional Informations' where
you can add these numbers. Which was a function we didn't know about. Maybe
Royal Mail has a similar option?
At least this is how think it works/should work.

DHL isn't a viable option for shipping to anywhere to be honest, they charge
£25 just for customs processing. Having spoken to Royal Mail (the only cost
effective postal service to ship outside the UK) they don't seem to have
any way of doing this electronically, for Norway, although they do for IOSS for
EU shipping but it took TWO years before this was working properly and most UK
sellers halted shipping (including me) to the EU for that reason.
Perhaps there is some pressure your organisation could apply to Royal Mail or
at least open a discussion with them in order to advise your significant UK seller
base as Norwegian buyers are being put off due to this. This VAT collection
regime should not really have been put in place without at least all relevant
country's postal services being able to deal with it.

5 out of 5 Bricklink order received over the last week, orders from the EU and
UK have resulted in me being sent demands for each and every one of the orders
I've received + a separate fee for each of them to pay the VAT a second time.
Posten Norway which handle the shipments and deliver them to me claim the VOEC
has not been registered properly, but I'm reading in the forum here that
there is no way to register it properly electronically as Posten demands be done.
The system is clearly not working. A remedy is disabling VAT collection on orders
that are to be sent to Norway, as we are being charged VAT anyway when the orders
arrive to our border.
Posten tells me to contact each of the sellers to demand a VAT refund, from past
experience that VAT refund comes out of their own pockets as Bricklink does not
refund the VAT to them in these cases. This has resulted in some unpleasant messaing
in the past, with the list of sellers I have to reach out to now and in the near
future when the rest of the orders get here, there is bound to be more unpleasant
episodes.
Attached to this reply is the VAT demands I received in the mail today for Bricklink
orders.
Posten tells me to contact each of the sellers to demand a VAT refund, from past
experience that VAT refund comes out of their own pockets as Bricklink does not
