What kind of game / gimmick is this supposed to be?

Minimum shipping of just under $6

It doesn't seem to be worth it for either the buyers or the seller. Officially,
I cannot see how they are breaking any rules, but it just seems off.

I honestly don't know why anyone orders from him. It was annoying having
parts from that store show up in searches, so I just put it on my least favorite
list.
