Perhaps an admin could help out here. I have seen this only a few times in the
Forum, and no real resolution on BrickLink's end. I have an order that was
paid, shipped, received. The Buyer used their parent's Paypal account and
the parents filed a chargeback for unauthorized use of their account. Also, no
idea if this person is underage or not, but I can't reset the order to a
status to be able to file an NPB on the Buyer. So what is the best way to proceed?

Can you mark it as refunded through the original payment?
Maybe click the refund button to update the payment. With the edit order button
you can change the payment status as none. Then start the NPB process.

When you examine the PayPal transaction page, was it marked ELIGIBLE ?

If so, and based on other reports I've read, you may be able to file a seller
claim at PayPal (and let them eat the loss).

Update: Was not able to reset it to an NPB state unless I refunded the payment.
And even then, I don't know. As the chargeback was still pending, I submitted
all shipping labels, invoices, information I had googled that showed the person
who ordered was a child residing in the same household, etc. In the end, the
chargeback was denied, and the case resolved in my favor. I have changed my feedback
on this individual to Neutral, as payment was eventually released, but also briefly
detailing what happened. Second time in all my years here that this has happened,
hopefully the last. All I was able to do on my end was reset payment from Completed
to Bounced. Buyer never responded to any messages/emails.

I stop listed that user some time ago (I do not remember when, but longer than
two days ago) with the comment "Orders, gets item, then files PP charge back."
Therefore, this seems to be their MO. Sellers beware.
