Hopefully something like this would change BL in such a way that no order is
an official "binding" order until the seller has entered all costs and
the buyer agrees to it. So any order not using instant checkout is essentially
a quote that temporarily reserves stock.

It’s not only a negative feedback: it can be an NPB.
You risk being banned of BL just because you stumbled upon 3 three sellers with
hidden or obscure fees.

hidden or obscure fees.

But a request to cancel is a valid reason isn't it? If I request an invoice
because there is no quote option and they come back with $30 shipping for a few
parts, a cancel request is valid to avoid the NPB, no?

I understand that the NPB is the kicker for the buyer, but if there is a request
to cancel for a valid reason I thought that trumped the NPB.

I can’t say.  Reading the rules, it should be.  But I don’t know how the rules
are applied.

And even if it always is, it’s not really welcoming / userfriendly to have to
go through all that (getting rebuffed, getting a negative, getting an NPB alert,
having to defend yourself) compared to just being sure from the start that you
can cancel.

Imagine it happening to you on first order here.

Because bricklink calls it a legally binding contract, and sellers can force
buyers into either paying or taking a penalty if they refuse to pay once they
have been told what the total is.

As the implementation of any such FTC proposed consumer protections would be
limited to US enforcement, let’s look at it hypothetically just for fun: Any
such regulations if ever enforced on e-commerce sites, would actually dovetail
with the current TOS here, offering the "right under applicable law"
for a buyer within the TOS to unilaterally cancel
