A couple of weeks back I purchased something off eBay (non LEGO). The listing
said shipping was $15 (which I knew was from zone 7, and sounded roughly correct).
The package arrived today, sent via Ground Advantage, and marked as 15.9 oz.
Before I opened it, I dropped it on my scale … 3-lbs + 2 -oz.

To me, that is just egregious. Being off half an ounce I might understand, but
the seller wanted to maximize their profit. Hopefully, USPS APV picked it up
and charged them for the difference.

They'll probably be the first ones to complain about the 'slacking'
postal system when something goes wrong as well.

sounds like they charged the correct price, here is a 3 poud 2 ounce package
fro Arkansas - Kentucky: Ground Advantage is $11.65

You may be missing the point …

The postage label said Ground Advantage 15.9 ozs which is $6.60 (zone 7)

The Notice 123 says that Ground Advantage 3+2 (which would be the 4 pound row
is $11.49 (zone 7).

They may have charged me a reasonable price, but they scammed USPS by misrepresenting
the package weight. With luck the APV scales at one of the USPS plants will have
caught it and charged them the PM rate ($18.57).

might just be a error when someone inputed something. if they had say 10 packages
going out in 1 shipment i can see remembering a weight of 1 as another or something
when printing labels off..

probably an honest mistake.

it's just a weird stance to take for what is likely a error on the sellers
end.

i mean, you not only want to to repay the post office the difference of what
the error is (which is ok... ) , you want them to have their shipment upgraded
to a more expensive option so they are forced to pay more.

instead of them simply paying the $4.91 Ground Advantage difference, you want
them to be forced to pay $11.97 for Priority.

over double.

Many times USPS does bill them, sometimes not.

I feel like USPS rips off of businesses more frequently than the other way around.

Why does it cost $4.20 to ship a one ounce bubble mailer to Zone 8?

Because the government gives them a legal monopoly on First Class Mail.

Amazon can ship the same package for $2.45.

I once incorrectly entered the weight on a USPS label and when it was weighed
during shipping the difference was charged back to my account. I use Pirate
Ship to mail packages but I would assume that any online postage site like Priate
Ship, USPS, etc where your account information is linked to the package would
just charge you if there is a difference.

It's pretty common on eBay. I hope USPS Verify Postage caught them.

We received an over 20 lb package shipped as Media Mail and a 7 lb package for
15.9 oz. AFAIK, USPS has no reporting link for such issue.

Seems like it would be worth the gamble. What's the penalty if you get caught?
Only to pay the difference in postage, I think.

Someone over on Reddit said that once the package has been scanned delivered,
there is no way to initiate a retroactive Short Pay claim. Hopefully APV caught
it.

APV scammed me one time saying my shipment of 2 minifigs in a bubble mailer got
flagged as a priority mail flat rate envelope. One of the flat cardboard ones.

I disputed the charge and no one ever replied.
