I hope you can help me, I need to ship a Lego set #70622 to someone in Brazil,
Araraquara
city, Sao Paulo.

I understand that Toys are on the prohibited list coming through customs. Could
you please advise (hoping you would have this knowledge) what HS Code would customs
accept? Would they accept HS Code 95030060 Sets or 95030080 Sets for Construction
Toy?

The set doesn't have any metal, or motors, or batteries included.

Or is there another HS Code that will be accepted?

The reason why I ask is that I sent the above listed set on code 9530009 as 'toy'
or 950300
for short, and customs rejected it and the parcel was returned to me.

I would really appreciate your assistance in this matter.

(CPF = Cadastro da Pessoa Física = Taxpayer Identification Number)

what is exactly CPF and how a seller get or have one?

Few years ago, a buyer in Brazil said the package SHOULD have full tracking otherwise
the customs won't accept it.

CPF is the Tax Number of an Individual. In this case, the Tax Number of the Buyer.
You will have to ask your Buyer for his/her CPF. Most Brazilian buyers already
have it included in their address.

2019 is fine. 2022 is not. Law is valid from 2020 on.

Maybe your Buyer had a valid CPF/CNPJ number in the address already. Or maybe
he entered it in the system after having a tracking number. I would be really
surprised if Brazilian Customs would clear the package without any of those numbers:

Full tracking?
In Canada, the tracking of a registered letter does not work. Those tracking
numbers start in general with the letter "R". I am not sure if it works
in Brazil too.
By the way, my last order to Brazil was on Feb 2022 and it went through without
problem.

This is also the message I received from a Brazilian buyer in 2019:

Do you send to Brazil?

  Do you send a postal tracking code? (Here in Brazil we only receive orders with this code).

  You can declare the shipping of items with a maximum value of $ 50.00 (gift) Here in Brazil the import duties are 60% a declaration in this value would help to avoid this charge.

So, the CPF was not included? Customs will send it back if CPF is not included.
For Buyers from Brazil you will have to ask for CPF. Sometimes they already have
it included in their address because they know better.

I have shipped new polybag sets from EU to Brazil using HS code 950300 and described
as “construction toy” without a problem.
I wasn’t aware toys were on a prohibited list.

Late to the question, but you can send toys. However, they have to be approved
by INMETRO, to assure it is not without standards. Lego already has all that,
so it can be imported IF Customs doesn't decide to give you a hard time,
as I know very well (they LOVE returning CDs and Records for "lacking proper
description".
Even though costs will go through the roof, you can always use one of those US/UK
shipment services (MyUS, for instance). They do everything to you, but you will
leave your kidney on taxes.
