I recently purchased a set and asked the seller how much shipping would be. He
told me shipping would be $16.00. I agreed and made the purchase.

Today UPS knocked at my door and they want $108.72 to deliver. The set cost me
$186.00. I'm not paying an additional $108.72. What are my choices here?
Can I refuse to pay and get a refund on the set?

not sure what to do now.

He did not tell me about any additional UPS fees when I inquired about shipping.
I'm aware that sometimes I get charged taxes when importing them to Canada
but in in about 80 different Bricklink orders, I have never encountered something
so excessive. Taxes would have been $30 at the most.

There's a huge difference between $33.35, which I was aware I could be asked
to pay, and $108.72. However you are not giving any advice on what my options
are. When I asked the seller about the cost of shipping he did not mention any
additional charges. If he he told me about all the additional charges I could
be expected to pay, I wouldn't have ordered from him.

Problem isn't the seller (for now).

You HAVE to ask UPS the reason for this $100+ bill.

Nobody can't help you without knowing what are those $108.72 for, of course!

I know 2023 is tough, tougher, but those people have become crazy.

As a fellow Canadian, it's MY job to know what my the tax implications are,
not a seller in another country. How can they possibly be up to date on 250
country's tax laws.

From now on, you need to insist they send it USPS, UPS and FEDEX have mandatory
brokerage fees. They not only collect the tax, they charge you for doing the
paper work.

Now, you can refuse the item, have it go back to the seller and then ask for
the money back aside from the postage costs they paid. (because why should they
lose that when it's really on you to know your own country) or refuse it
and ask the seller to resend via usps and you pay that postage fee again.

so about $67 brokerage fee plus tax on the brokerage fee. i think mine was about
$48ish about 1.5-2 years ago so somewhat similar

40% more is “somewhat similar” to something that was already expensive?

all i know is from experience UPS is the worst shipping company for
shipping to Canada (other then when direct from Lego as I've never had issues
with them) and nothing surprises me. I've had probably less then 3 shipments
from them and each one is riddled with excessive extra charges.

Thru Canada post it would be a minimum of $33.35 but they are shipping with UPS
you mentioned with loves it crazy import costs. Canada post has a $9.95 processing
fee meanwhile usps between differnt fees and brokerage charges is closer to $40+
before the 13% tax on the order so I wouldn’t be surprised if they’ve added more
fees again but they should have an invoice that tells you what the fees are but
ultimately import costs are the responsibility of the buyer not the seller

taxes

Something's fishy, buyer should first ask to UPS some details about this
amount.

thrown in. It wouldn’t surprise me if say they had to open it for customs and

I don't think so.

A lot of this explains what I see since I moved to Upstate NY on the Border with
Canada. We have a tiny Strip mall that has a UPS store in it and there are ALWAYS
about 20-30 Canadian Cars parked out in front of the store picking up Packages.
They Remove and Litter the Parking Lot with the Boxes and Cross back over. Apparently
the Value when you cross back and declare an item is Valued much differently
than if its shipped. Seems clear now with this 108 dollars being spoke about
shows why so many of them are here to pickup in the US. whether or not they actually
declare an item or not they are finding ways around the hefty fees

A lot of this explains what I see since I moved to Upstate NY on the Border with
Canada. We have a tiny Strip mall that has a UPS store in it and there are ALWAYS
about 20-30 Canadian Cars parked out in front of the store picking up Packages.
They Remove and Litter the Parking Lot with the Boxes and Cross back over. Apparently
the Value when you cross back and declare an item is Valued much differently
than if its shipped. Seems clear now with this 108 dollars being spoke about
shows why so many of them are here to pickup in the US. whether or not they actually
declare an item or not they are finding ways around the hefty fees

As one of those Canadians. It’s not the taxes which cost you, but the fees you

said UPS especially charges outrageous amounts. If you go in person and are
able to collect multiple shipments there’s room to save quite a lot.

Sounds like import and taxes
UPS is the most expensive for base import costs in think before the actual tax
starts they charge you somewhere between $25-$50 then the tax on top of that
so $25ish on regular tax in addition to probably some other charge UPS added
it sounds about normal
Likely the seller did nothing wrong other the choose to ship with UPS

shipping, he would annoy/disappoint Canadian buyers by charging them extremely
high fees

Exactly, and that aligns with the $200-350 range which is $60.15 charge and then
they have the other fees (I put it in a big reply for the breakdown). It's
clear that UPS Standard service was used. Usually the fee is $11 on the other
services + a bit more for some of their random other fees, but not the giant
other fee. It's why the shipping was so cheap; they didn't use UPS Worldwide
Express Saver or the other Worldwide options.

^ this is it. UPS is the worst of the worst. Fedex is up there. DHL is probably
the best I've found. USPS/Canada Post started charging brokerage charges
too but cheaper like around $10-12 I think. DHL I believe is around $17-18.

If you ship with UPS Worldwide services (which are expensive, for any of the
options), they aren't as pricy for brokerage charges, but it's when you
ship via UPS Standard like what happened here. And they also have the most additional
"BS" fees that they can slap on your invoice when they feel like it.

And with USPS-CanPost, it's common for them to waive through packages without
charging taxes on them, so it's more likely that the buyer will catch a break
from both the brokerage fee + import tax (even if you properly declared).

seems cheap if it missing shipping cost that's on the seller, taxes are on

You didn't expect to pay an extra 80$ of fees.

Regarding the refund, that may be correct for an NSS Alert, but that won't
refund you if the seller doesn't want to.

I'd first read on PayPal on what you're protected for: if refusing a
parcel due to abusive fees count?

I guess the best solution is to make an agreement (quickly) with the seller (including
giving him this thread URL in Forum), so he accepts the shipping back and the
refund.

I would accept, as a seller, of course; this amount is silly.

I am sure the seller was not aware of those addition costs, customs cost and
brokerage fees seem to always be different and some what random. So I would say
it's not the sellers fault, so no. you can refuse the extra fees and they
might send back to the buyer.

Did the driver actually attempt delivery? If not you might be able to self-clear
the package. If delivery was actually attempted then that window might be closed.

A couple of questions... $186 for the set - is this USD? 13% would be $24.18,
but in USD it makes more sense. It means it's around like $245ish I think
or $250CAD.

The reason I also ask is because that means your fees do align with UPS. It's

Is it highway robbery? Of course it is. Were you advised by the seller and/or
selected UPS as an option for shipping? If so, and you had accepted it, it's
on you as the importer to understand what UPS will charge if you do not clear
the package yourself. You always have the option to self-clear. You can also
choose to ask to ship via USPS, but I'm assuming UPS was cheaper in this
case. If you weren't advised, you could refuse and have it returned.

It's a lesson for sellers and buyers, because UPS is the worst of all of
the "bad" companies for Canadians. If UPS Standard service is
used, they tack on a huge fee. If any of the UPS Worldwide Express or Expedited
services are used, these fees are free. In this case it's $60.15 for items
valued $200-350CAD.

They then also charge an "Import Collect on Delivery (ICOD) Fee" when
they come to the door to collect - $6.

And they also charge the greater of 3.7% of the duty/tax amount or $7 ($7 in
this case) for good measure.

They also have a bonus Invoice Integerity Fee of $5 if the seller was missing
some info. "This fee may apply when the included documents are missing critical
information and a telephone call or other form of communication is required to
obtain
the correct information. Examples of missing information include poor descriptions,
no country of origin, missing quantities, etc"

Now if the declared amount should have been $186 in CAD, then the seller may
have made some errors in the declaration, but it doesn't look like the case.

I went to check again the amount you said was for brokerage and it's exactly
the following two charges:

Entry Prep Fee $60.15
Disbursement Fee $7.00
Subtotal: $67.15
13% HST: $8.73
_______________________
TOTAL: $75.88

As ridiculous as it sounds, they didn't even ding you with the full charges.
Usually you'd also have a $6.00 fee because they went to the door, but if
you pay for it online they waive it (so at the door it would have been $82.66
total).

The buyer gave me this info:

Government Charges (HST or GST + PST): $32.84
UPS Customs Brokerage Charges: $75.88
Brokerage Fee: $67.15
Brokerage GST/HST: $8.73
Total (Due): 108.72

The item (Set 6060) in Canadian was $231.99 CDN ($170.00 US) + $16.00 US shipping.

The seller made a mistake. The value of product is $170 USD but he entered $186
USD. This is incorrect. Buyer needs to pay 13% of value of item. Other fees should
not be included in the value of item. So the buyer has to pay

13% of 231.99 CAD = $30.03 CAD
and not #32.84

Here is how you can avoid paying brokerage fees:

1) (The difficult step) Call USPS customer service, give them the tracking number
and tell them "I want to self-declare" the package. If he/she
does not know what you are talking about, explain: USPS wants to charge me
extra brokerage fees. As a Canadian, I have the right to pay import fees directly
to the government by going to a Canada Border Service Agency office (CBSA)

Then ask them to hold on the package and email you "commercial invoice"
so that you self-account the package.

Make sure you give them a short simple email address (I gave them once a long
email address, like 16 letters, they didn't catch it correctly and sent the
documents to an incorrect email address. I wasted few days)

print it, take your ID and print the order's page on Bricklink (where you
have the detail of item, shipping costs, value of items, grand total,...) and
go to a CBSA office near you. Hopefully there is one near your location.

Go there and pay the import fees. They give you stamped documents that you paid.
Scan all pages of those documents (or just take photos) and send to the email
address and request them to redeliver the package. You may need to again call
USPS customer service and inform them that you already self-account import fees
and request a redelivery.

3) Receive your Lego set and enjoy!

P.S. I have had this happen only when buying from USA. The majority of sellers
in other countries ship with their national courier but even if they ship with
UPS of Fedex, processing fees/brokerage fees would be like $10. So next time
if you order from American seller, make sure you request to ship with USPS.
If the package becomes oversized, i.e. the total sizes of Lego set is above 85-90
CM, or if the weight is above 4 lbs, then USPS would be very expensive. Then
UPS might be a good option. In that case, netParcel is a good option but make
sure you check this table:

No No no!
UPS cannot refuse this. They cannot refuse to let you self-account.
They can only refuse if they ALREADY delivered the package to you. They did not
deliver. They only attempted to deliver.
Call UPS and talk to a supervisor. Insist that you want to talk to a supervisor
and your problem will be resolved.
I can tell you because I have self-accounted about 20 times so far!

Indeed this is part of self-accounting: UPS is supposed to deliver the package,
and then you refuse the package by saying "you want to self-account"
and request them to hole on to the package. Then UPS holds on the package and
send you the commercial invoice...

The seller made a mistake. The value of product is $170 USD but he entered $186
USD. This is incorrect. Buyer needs to pay 13% of value of item. Other fees should
not be included in the value of item. So the buyer has to pay

13% of 231.99 CAD = $30.03 CAD
and not #32.84

Here is how you can avoid paying brokerage fees:

1) (The difficult step) Call USPS customer service, give them the tracking number
and tell them "I want to self-declare" the package. If he/she
does not know what you are talking about, explain: USPS wants to charge me
extra brokerage fees. As a Canadian, I have the right to pay import fees directly
to the government by going to a Canada Border Service Agency office (CBSA)
.

Then ask them to hold on the package and email you "commercial invoice"
so that you self-account the package.

Make sure you give them a short simple email address (I gave them once a long
email address, like 16 letters, they didn't catch it correctly and sent the
documents to an incorrect email address. I wasted few days)

See, this is why the USA should invade Canada.

Have you contacted the seller? Generally speaking, buyers are responsible for
paying import fees. However, if you try your polite Canadian ways on the seller,
they may take pity on you and agree to share the cost. The seller is most likely
totally unaware, as many of us ignorant Americans are.

Unfortunately, UPS and FEDEX charge exorbitant "brokerage" fees.
Sellers in the USA do not know this, and they think they are doing buyers a favor
by offering what looks to them like fast, inexpensive shipping.
The seller does not realize what huge charges the buyer is going to face on delivery.

When this happened to me for the first time, I paid the brokerage fee and chalked
it up to experience. But I learned to remind US sellers NOT to ship using anything
but USPS.

I ordered a book once, not realizing it would be sent from the company's
US office. They used FEDEX, and I got hit with $10.00 brokerage fees on a $19.00
book. Brokerage fees are to deal with customs duty on cross border shipments,
but there is no customs duty on books, so there you go.

Don't blame the seller for this, (unless they told you it would be sent by
USPS).

I don't 100% agree.

Sellers should know what they propose, even approximately, and we're not
talking shipping from US to Uzbekistan, but to their neighbours.

A good seller would understand $100 extra on a $186 Set may not be expected,
and would accept buyer to refuse the Set, and be refunded, maybe if necessary
with some agreement on the shipping initial cost...
