One print smaller, and the other covering the entire tile?
A grabbed these images from Jay's Brick Blog and New Elementary and there
seem to be slight differences.

Looks like I missed the existence of 98138pb262 when I submitted 98138pb381 to
the catalog. I don't own any of the sets that have 98138pb262 so I can't
compare them. But here is a photo of the one from my Botanical Garden set:

compare them. But here is a photo of the one from my Botanical Garden set:
I have both and they have the same pattern, which imo are Bright Light Orange
Slices, not Orange. The only difference is
there's more Bright Light Orange paint below the yellow paint

there's more White paint below the yellow paint
Without a magnifying glass you can't tell the difference though. I can't
even make a good photo, that shows this difference. Besides that, I took a second
one out of the two different bags (both sealed sets) and every single print looks
different. Which is very common with these small painted tiles.
I am sure that the intention is that both of these have the exact same pattern,
so these will be merged.

The name was not meant to represent a color name here. The name was representing
what it is: a slice of an orange.

Although the intention is the same, I don't think the inks used on the two
are the same or applied in the same order. So, they technically are different
(hence the different design numbers and element numbers), but it is pretty hard
to notice the difference at first glance without examining them closely. And
it would be really hard to go through a bunch of them once they get mixed together.
I agree that merging them was the right decision.
