Yesterday I spent over an hour combined filling an order only to have the person
request to cancel due to an impulse buy and "not being able to afford it."
Is there a way similar to the way ebay has buyer perimeters where you can rule
out potential buyers who are repeat order cancelers or have poor feedback? Thank
you for any help, S

Sure! But some of my best ever orders came from 0 FB people who just registered
to build a huge thing...
So, I wouldn't recommend this.
I, too, have gotten some of my best orders from 0 FB users and I love giving
them their first positive FB.
I also have the below 0 (less than 0) block option on. If they have negative
FB, well sorry, I don't want to have to give anyone a second or third negative,
especially someone who has less than good start. This option will not solve the
OP problem, but it has sure helped eliminate many, not all, of my store issues
with buyers backing out of their purchase.
Funny, my first order was a new user and did the same to me, but being my first
I just did it and sucked it up not knowing there were other options. Nubs always
gives great advice and I second the recommendations as well. Now I would have
gone NPB and called it a day. Best of luck putting it all back, we have all been
there!

Since day 1st in 2006 I decided not to do any work on any order before the payment
is received.
Of course, then you've to think and write Terms for some (rare) problematic
cases, like an item you can't find, etc. But it's worth it!
