On the instruction, the large front illustration (containing the minifig) and
the actual assembly instructions, do not show an air-tank. But if you look at
the small inset of the minifig (front lower-right and rear side parade of all
Mission Deep Sea minifigs, they show Charge having air-tanks. No air-tanks are
included in 4790-1.

My guess is that something changed between design and production, and the illustrators
never got brought back into a revision cycle.
