It might be a tribute to Indiana Jones having had a tendency to drop and have
to retrieve his hat. If that's intentional, and someone from TLG can confirm,
then yes this would indeed be an extra hat. Otherwise, there's a possibility
that it might just be a random extra hat.

It has much more to do with the hat/hair combos showing up as Extras due to production
methods. See also:

are meant to check the actual items they put in their shops. Especially Extras
and Alternates.
Hey if people got an extra hat per set they were lucky, I opened the others that
I got and none of them (10 total) had an extra hat.
I was just trying to help, and if this is not helpful then that's ok.
The extra pieces are usually lighter pieces, so that was why I was surprised
it was listed as an extra. But it appears that I have been overridden. I will
just part out into Brickstore so I can get remarks, and count pieces that way-
then doing it in Bricklink like I used to.

This piece is for the Indiana Jones minifig iaj049.
I found this out when someone bought the hats as extras, and I had to take my
full figs apart to sell them to the customer.
