Submitting an element number for part 6171pb09 results in an error screen telling
me that a request for that part is already pending. The site THEN repeats my
6193pb03 request. What’s going on?

I am trying to add 4523105 to 6171pb09.

This note was attached to the 6171pb09 request, not the 6193pb03 request.

Indeed seems the error makes a submission again when going back a page.

Probably a good practice not to hit the back button after submitting a form (it
goes without saying that a modern site should handle that sort of thing)

I didn’t realize that request had been sitting there for months. The 6193 request
was repeated without having gone back a page, however.
