Hello,
I think this is in the case you want to "update" your city by adding
another road plate. You will need the 2x4 tile to connect on it. The 1x4 Azure
tile could be necessary if you remove the curved slope.

It seems that some sets that come with the larger modular modified bricks or
modern road system pieces include extra tiles to "finish" the look of
an alternate build or to allow the set to be combined with others. If they are
included in the total in the official parts list, then they are meant for that.
See the attached image for where the dark azure 1 x 4 tile would go to "finish"
this alternate build.
