I’d say sales tax. BL collects it, not the seller, so it seems logical that
it’s not accounted for for min buy.
The presentation is confusing though (but then, this is BrickLink… ).

VA has 5.3% sales tax but if the buyer lives in a municipality with its own sales
tax then that might make the numbers add up.

VA has 5.3% sales tax but if the buyer lives in a municipality with its own sales
tax then that might make the numbers add up.

Unfortunately it doesn't.
We got taxed 6% here in northern Virginia. So if 20.17 is the amount including
tax, the item total should be 19.03, $0.97 shy of 20

Unfortunately it doesn't.

BL says you’re 1.071 shy of 20:
20.17 + 1.071 = 21.241
21.241 / 1.06 = 20.039
There’s 3.9 €cents too many but then there may be a few digits we don’t know
about or there’s a conversion done both ways (tax calculated in $ and then shown
back in €?).

The Item Total is the cart total BEFORE tax. I think your conversion theory might
be on the money, somewhere in the Spaghetti code USD and EUR mixed up?

20.17 × 0.92 = 18.556, so BL should say either that the gap is 1.444 or 1.328
(difference with 20 or converted difference).
The difference would also be 1.569 if the 20 was what was converted (20 ÷ 0.92
= 21.739, minus 20.17).
I can’t find a way to make the values match.
Seems a big error too. Imagine with other currencies, with bigger ratios, like
¥/€ (¥1 = €0.0064)!

You guys are missing the obvious. The following formula clearly explains the
discrepancy in price that the original poster is experiencing. Just substitute
20 for a, 20.17 for b, 18.4 for c, and 18.556 for d.
