| Received a single part order. I noticed that it was damaged, messaged the buyer
and gave a full refund through Bricklink. I might have got the order wrong as
i now dont have the option to cancel the order.
Status is packed, which according to it OCR should be available. https://www.bricklink.com/help.asp?helpID=74
However when i try and click "Request to cancel" I have no options. In
the past dont think I had this issue.
Do I need to wait/ask the buyer to cancel the order?

You have to change the payment status to Not Yet Paid (this isn't done automatically
even on a full refund) or the order status to Ready - then you should be able
to go through the cancellation process.

You have to change the payment status to Not Yet Paid (this isn't done automatically
even on a full refund) or the order status to Ready - then you should be able
to go through the cancellation process.

If you refunded the order through BrickLink, the refund will appear clearly at
the top of the order detail page.
Buyers cannot cancel orders. They can only file cancellation requests.
