Unlike Space and Castle, BrickLink divides Pirates into eras (Pirates I in 1989,
Pirates II in 2009, and Pirates III in 2015); all three iterations saw new designs
for the pirates, soldiers, or both. By this reasoning, we need a new category
for the new Eldorado Fortress (Pirates of Barracuda Bay would also fall into
this category, IMO, if it were not an Ideas set).

Technically only Pirates I was "new" (giving us Bluecoats, Redcoats,
Armada, Islanders, and a wide variety of pirate torsos); all subsequent pirates
sets have just been remaking and remixing the original Minifig designs.
Lego has always been chewy for some, just check my reject box.
