This set came with 1x2x3 shutters, not 1x2x2. It's incorrect. It's supposed to fit with the 3853 1x4x3 windows. It's also visible on the second box art of this set: https://images.brickset.com/sets/images/1796-1.jpg?200404181202
I also remember it from my childhood since it was my first LEGO System set.
