So basically I found this guy selling 200+ regular 501st troopers for $5 which
is suspicious. Quickly, all the stock is bought out I bought 52 from him for
$290
total because shipping and sales tax, and I ask him when he would ship,
he said in 2-3 days, then he closed down the store and the store message says
"refunding buyers". Seems like other buyers had an issue same as me.

There was also a negative review saying there was no refund and the seller ghosted.

He also had other suspiciously cheap items like 10 (sealed) (complete) 2022 AT-TEs
for $90 each which were like $140 retail maybe $120 on discount at best so this
makes no sense. Also a ton of complete 2023 501st battle packs for only $10 which
isn't possible, even on discount it's still $12, and $15 retail. I ask
him how the ATTEs are so cheap and that I want to buy some, no response, store
closed.

Should I file for a refund with PayPal before this guy gets away? Is there
a guarantee that PayPal can refund me if this is a scam or what if he closes
his bricklink account and closes PayPal and just disappears what am I supposed
to do?

paypal buyer protection will cover you as long as you file within 6 months. if
you feel like there is no chance you getting the items and you've given the
seller at least a little time to ship them out (say at least a week or so) then
you might as well file a Paypal claim.

Why wait?? You can open a dispute at Paypal and email him through their system,
you then have 24 or 48 hours to elevate it to a claim. At least you have the
case started, don't wait a second man because as you say, this reeks of scam
so dont take your chances here.

A somewhat normal human. Scammers depend on their marks believing "It won't
happen to me, I better jump on this deal before I miss out."

This is why I almost always consult with my better half before jumping in on
any questionable deal.

The store is now closed by BL due to TOS violation. Gone like lightening.

an acrylic case. it was for 30 dollars, and I knew it was too good to be true.
it was...... I got refunded though so no harm no foul.

So, think twice in saying this and think twice in making the step to buy something
when it is ‘too good to be true’.
If you knew (as you say yourself) it was too good to be true you are almost as
wrong as the scammer, you provide them with money as a reward and some extra
‘courage’ to go on with scamming.

get a refund from PayPal?

Yes.

The seller could well be using a hacked PayPal account too. They take a load
of money, then quickly buy stuff from a retailer with the balance to get goods
or transfer to other paypal accounts under their control and eventually into
a bank account.

Maybe PayPal tries, but they cannot always recover funds, and thus negative
balances are funds scammers are earning. Negative though has to be balanced
by positive elsewhere, which in these cases means our fees all go up to cover
the negative.

It is indeed a huge deal and why PayPal fees continuously go up due to careless
actions, often by buyers who really know better but do not care as they "chase
a deal" and have a promise of no risk to do so. If PayPal did not offer
"protection" buyers would smarten up, and scammers would die down due
to lack of such purchasing stupidity now running rampant, a place where common
sense used to prevail (or we'd at least learn the hard way). The crazy thing
is these "purchase protected" systems actually promote scams (and why
they continue to grow not end), and always at the cost of the wise since the
careless people get bailed out.

Case and point, BrickLink does not itself offer the protection and charges a
mere 3% in fees....and thrives on it! And interestingly we have WAY LESS scamming
here then other sites. eBay, Amazon, etc, all charge far far more so they can
thrive, 10-15% typically, and it most all is due to scam/protection being built
in. And scams there run rampant. Scammers use them since they know stupid actions
are "protected" so they have best odds to get sales that are clear scams.
In the end, just like mandated insurance, the responsible end up paying for
the irresponsible.

It's easy to miss the cause and affect in our isolated bubbles, but those
of us paying fees, and not being careless to fall for scams too, do have a right
to be upset and call out those on the opposite spectrum costing all of us extra
money. People simply need to take more personal responsibility as it in turn
protects their fellow buyer/seller. Mandated "protection" is never really
protection for everyone, but simply the most careless.

they DO refund (if the buyer protection is valid).

If I would be a scammer I would take the money and run, this way the account
would be empty within’ a second.
And if it happens once it is not a big deal but it doesn’t happens once I fear.

From the order humber the negative redback order was placed 17 May, so not even

It does sound like a scam if they have so much that cheap, combined with being
new. It might have been heavily discounted near them and they thought they could
take orders first and then buy the items. Who knows. However, buyer protection
will get you your money back.

people locally that can buy up to 10,000 sets at a time at wholesale which allows
them to sell at whatever price point they want.

However those aforementioned stores/sellers have large scale operations and warehouse
space where they can get away with doing this and remain profitable... Someone
who has been open for two weeks with 3 feedbacks (but 52 orders) should have
been your primary red flag here.

Not sure why that is so hard to believe. If you are a retailer like many BL sellers
are, you can order whatever quantity of sets that you want. For example 75345:
10000 sets would be 17 pallets. There are BL sellers that orders 20+ pallets
of a single set at a time. Personally I would not even think about getting 10000
pcs of 75342, but I have placed orders for 6 pallets of a single set in the past.
If I had tripled that quantity, I may have gotten a "are you sure?" question,
but they would have let me order when I confirmed.

And LEGO have squeezed out small independent stores (the ones with "real"
toy stores, not just online). One near me finds it cheaper to buy their products
from supermarkets when on sale than to buy direct from LEGO plus that way they
get to choose which sets to take. Whereas if they buy through LEGO, they have
to take what LEGO tells them (they cannot just buy larger City sets, they have
to take the whole range including those that the supermarkets can sell for a
discount). And they get their stock after all the other large corporations, meaning
they don't get the product on the shelves at launch date.

It makes sense really, why would LEGO sell at a wholesale discount to small sellers
that are going to undercut them online?

Yes. But it's not like they're buying 10k of 100-150 different sets,
just a handful.

Yup, and they're on bricklink too. I say local because they're within
20 miles of me. They're hooked up to sell through Walmart and Amazon.
They don't mind giving me advice because they know I have no desire to own
a warehouse.

Unfortunately I believe I’m in the same hole as you. Bought from the same person,
gave him the benefit of the doubt. Considering I never stumbled across a scammer
on BrickLink before even when I bought from newer stores.
Emailed the dude for refund and waiting to hear back by the end of the day, otherwise
I’m filing a claim with PayPal.

File a claim with your credit card company then
