The truck contains 2 of the black axle pins and the hot rod and the trailer each
contain 10 black axle pins. The black axle pins appear on pages 5, 6, 8, 10,
49, 53, 57, 58, 59, 60, 62, 64, 70 of the instruction if anyone would like to
count them

There are indeed 22
used in the build, and this is confirmed by the LEGO replacement parts data for
the set.
This list from the set instructions is provided for future reference:
1x used in Step 5 on Page 5
1x used in Step 7 on Page 5
3x used in Step 9 on Page 6
1x used in Step 12 on Page 8
1x used in Step 13 on Page 8
3x used in Step 16 on Page 10
1x used in Step 38 on Page 49
1x used in Step 42 on Page 53

2x used in Step 7 on Page 58
1x used in Step 11 on Page 59
1x used in Step 12 on Page 60

There are quite a few other errors in the inventory, but I think they are all
related to extra parts being included in the Regular Items section. Those will
also need to be corrected.

be 2 of instead of 3, but I don't know if it's an extra
part or not

That is one of them, but there are more. 
Since I didn't have this set and I think it is pretty neat, I have bought
a new one to go through for inventory confirmation purposes. I should have it
within a week and be able to correct the rest of the inventory.

That is one of them, but there are more.
Since I didn't have this set and I think it is pretty neat, I have bought
a new one to go through for inventory confirmation purposes. I should have it

Oh yeah, it is pretty neat  Shame it rarely comes with the original axle pins
nowadays :/
