How do you make a wheel and tire assembly part so it can be submitted to the
catalog. I want to be able to do this as so many Technic sets don't have
these done. I want to be able to put the back wheels with tire(3 parts) for the
42155 Batcycle and several others in the catalog. Any help would be great as
I have a few sets I can work on now.

The quick answer is you add the new part here:

while uploading an image for it here:

https://www.bricklink.com/v2/catalog/catalogImageAdd.page?itemType=P

After it is approved, you add it to the set inventory here:

https://www.bricklink.com/catalogInvChange.asp?itemType=S

Find a similar part in the catalog to get a sense of the correct Category, Item
Name, and Item Number to use for your new part.
