What are your source for the differences? I think your first post was right.
Both sets/parts came in 1998. When I look at the dresses from packaging online
and other Lego pages I can't tell them apart. Both straps comes from the
top. Only the Bricklink picture shows the strap differently which could be a
mistake.
My guess is that they are the same part so you were probably right in your first
post.
If they are the same, my vote is to merge bb0048 and keep scl064.

This is a photo of both dresses side by side. It's not my photo but I was
e-mailed to me. This photo shows clearly that both dresses are made from the
same fabric.
Both dresses have the straps from the top of the dress. It is not as clear on
the right dress but you can see the strap before it bends down and continues
behind the dress.
The parts should be merged.
My suggestion for the merged part. Keep part no scl064 and change description
to "Scala, Clothes Female Dress with Straps with Green Stars, Pink Swirls
and Pink Dots Pattern".
Do you need anything else to merge these two parts?
